Police ABC Overview

This page includes background on the Home Office performance management initiatives that led to the introduction of ABC.

Development of the Model

The National ABC Model has been developed, and its principles widely accepted, over a number of years, under the leadership of the ABC Migration Group:

  • Activity Analysis has existed within some police forces for at least a decade
  • The HMIC report What Price Policing? and the Comprehensive Spending Review of 1998 led to the current drive to implement ABC more widely
  • The police response to this drive came in the report A Step in the Right Direction, published in 1999, which was developed from the Humberside Model by representatives of a number of police forces
  • The ABC Model has been developed further in recent years, with the previous version of the Model approved by the Chief Constable’s Council in January 2001 and published in July 2001
  • In 2002 the model was revised to align with PPAF with tripartite ownership by the Home Office, ACPO and APA
  • From 2003-04 the production of ABC is mandatory. ABC is a requirement of the National Policing Plan.
