Performance Framework and Assessment Unit

The Performance Framework and Assessment Unit (PFAU) is responsible for developing, maintaining and publishing performance assessments for crime, drugs and policing. These assessments bring together national and local priorities in a simple and clear format for the public and delivery partners.

The unit is also responsible for the quality assurance of the data sources used and the analysis and dissemination of this data to central government, police forces, partnerships and other delivery agencies providing the definitive Home Office view on performance analysis used by all partners.

The unit plays a significant role in target setting and in bespoke analyses for key support activities provided by the Police and Crime Standards Directorate.

Performance assessment framework

The team is responsible for publishing the current policing performance assessments and developing a single performance framework for crime, drugs and policing to be introduced in 2008.

This includes designing the structure and specific performance measures for all areas, and ensuring their alignment with the PSA target structure, thus providing a single agreed view of performance across partnerships, forces, authorities and central government.

Performance assessment and analysis

All performance data is received on a monthly basis and routine analysis is provided to all partners to form the basis of performance assessment. In addition the team maintains and develops the web-based distribution tool (iQuanta) which allows all stakeholders access to a range of performance information including (but not limited to) the central performance framework and PSAs.

The analysis team also provide bespoke analytical support to central Home Office delivery, support and policy teams.

Quality assurance

The team ensure that the data used for the overarching performance assessments is comparable, accurate and reliably collected. The quality assurance is conducted primarily through independent audits conducted by the inspectorate and the
Audit Commission.

Regional and Welsh government office research teams

High quality local analytical and research advice is provided to the regional directors and to the wider partnership community, from their base in the government offices.

In addition, these teams help co-ordinate and run local evaluations to improve the evidence base and to secure good practice.
